Methodology
- Pull every record from COLP (fn4k-qyk2) and filter to
non_city_ownership = "C"(drops leased-from-private, mixed, state, and other). - Dedupe by BBL. For tax lots with more than one agency use, the primary agency is the one with the most records; ties are broken by a mission-salience priority (Parks > NYCHA > Education > DEP > DOT > HPD > ...). All other uses are kept as
secondary_uses. - For each unique BBL, fetch the polygon from DCP's MapPLUTO feature service (25v4, January 2026), bringing along all 70+ PLUTO attributes including assessed value, FAR caps, flood flags, and historic district names.
- Classify into the four opportunity tiers defined above. Tier 3 (under-built) is the softest signal — it picks up small structures sitting on large lots that the zoning allows to redevelop at far higher density (built FAR < 25% of the max applicable residential / commercial / facility FAR).
- Vector-tile the polygons (zoom 9 to 15) into a 3.2 MB PMTiles file. The per-parcel record (8.7 MB raw, ~860 KB gzipped) is loaded on the map for popups and the side drawer.
