Historical delay descriptions from the frozen NYC Open Data Capital Projects Delays extract. These labels power historical training and give a menu of the shapes of delay that have occurred on similar projects. They are not real-time.
Null `delay_desc` in the legacy row means no labeled reason, not proof of no delay.
Scope: DDC-managed projects only in v1. The public source labels other managing agencies too, but this build ingests DDC-only rows. See the methodology » Limits for the citywide roadmap. Observed labels: DDC 7.
